Where can I find leader location in Jagged Alliance: Back In Action game

Where can I find leader location in Jagged Alliance: Back In Action game
As playing Jagged Alliance: Back In Action game I am not able to find the leader location. As in the game Ira named character hinted me about the location but was not able to catch it properly. So can anyone from here help me out with the location as I am stuck and not able find the leader.

I have reached till the “water refinery” level but still there is no sign of leader. As earlier ira told about the location but cannot find it.

According to me you can find the leader at the west cambria which is located past the farm where you will see many camps of the refugees there you will find the Miguel.

I guess by going there you can find the Miguel.
