Every image has its html form which is its coded-version(in text)

Take a html of the pictures and attach it as your background and send.

When the receiver receives the file,it directly browses and he/she views the image.

Re: Sending a picture in an e-mail
To send HTML email, you need an email account that supports standard email protocols like POP, IMAP, and SMTP. Your email account should also support MIME types. Nearly all Internet email accounts work with POP or IMAP and use SMTP to send mail.

The easiest way to send your HTML email for images is to write correct path of the image(where it is located in your pc) in the HTML editor in your mail client.
